It's true, California has leaped ahead of the USA in efforts to cap greenhouse emissions by 25% during the next years up to 2020. Governor S. and the Assembly actually cooperated and passed a Global Warming bill that is years ahead of the country. It's market based so should appeal to the right and set a precedent for future legislation federally.
Sometimes I am so proud of where I live. Our state government has earned respect in the green sphere.
